The reason to use a gateway is that most users find it too hard to use 
email encryption properly. If your end users will not use encryption, 
then it's better to have gateway to gateway encryption than no 
encryption at all. If you're willing to force your user to use desktop 
encryption, then you don't need a gateway for encryption. The use of a 
gateway would be limited to issuing certificates and certificate 
management and such.
