If you speak of "external" certificates without private key, no, this is not possible at the moment but was discussed already some time ago. It is missing simply because sponsoring/time needed for this feature iguess. If you like to fetch certificate/key pairs for your internal users this could be achieved by a custom "Certificate Request Handler" (see administration handbook, page 49). But this custom handler has also to be coded.
