The way it is currently configured is that OTP is tried before SMS. So if OTP is enabled for all users, SMS is not used. In principle you can reconfigure the flow to change this. The complete mail flow is defined in the file config.xml. It might take some time to figure out how the mail flow is defined but it's actually not difficult. I will check whether it makes sense for a new release to change the order (i.e., SMS before OTP). > NOT to save the phone numbers inside the admin? Currently the phone number must be stored.
