I ran his line and got 39.0.8

 dnf --refresh --best install firefox

Well, your mirror did not get the update, yet. So, what else is new?

I rsync all updates from my closest mirror to my internal LAN mirror via cron, overnight. This is probably a coincidence, but it looks like last night, at the time I usually rsync things over, the rsynced-from mirror was only "partially cooked". Had to kick off another rsync this morning, to pull in the complete set of updates, including Firefox.
