"apt-get update" is the same as "yum|dnf makecache" but with yum|dnf you have to remember to use "yum|dnf -C update" (given dnf's new cache behavior, it seems to work from cache without "-C").
The -C option to both yum and dnf means to only use the cache. If you want to force it to not use the cache, then you need to add the --refresh option to dnf.
