Anyway....

Ahhhhh........   I think just found the "problem"

In checking my repo file for skype I found....

baseurl=https://repo.skype.com/rpm/stable/

When you go to that URL you see....

 repodata/    2017-07-18 12:50    -

So, I don't see them providing a 32 bit version.
