Anaconda is installed into the live environment so it can be used to perform an installation, and installation from live media is done with rsync because there are no RPM files around. So anything and everything installed on the live media makes it to the installed system, including the installer. It is updated occasionally in stable releases with bugfixes for the live media respins [1] and various cloud/container/VM images (which are built using anaconda kickstart files even if they don't need an installer themselves).
