The same laptop has been tested on Windows and Ubuntu. The heating issue

It seems to be a Fedora specific issue. How do I go about fixing it?
It's probably overheating because it's consuming CPU. Use 'top' to find
out what processes are doing this.
The CPU usage is around 8%. The load is 1.3.
