Sorry, the file /etc/dnf/dnf.conf
Sometimes people don't want a package to be updated as they lose some
functionality in newer versions or a plugin to an app is no longer supported.
So, they add
excludepkgs=name,name
to that file or one of the repo files.
And, then they forget what they've done. :-) :-)
