Removing rhgb (Red Hat Graphical Boot) simply allows the boot messages to be 
shown
as opposed to hiding them.  X is still started normally.

When talking about starting X from the terminal I was under the impression you 
changed
the default.target from point to /lib/systemd/system/graphical.target to 
pointing to
/lib/systemd/system/multi-user.target

This would result in booting to a text based login.  From there on would login 
and manually
start X by issuing startxfce4 for example

FWIW, I just booted my F31Xfce VM with no "desktop" file and without rhgb on 
the kernel
line and it booted just fine to the Graphical Login of lightdm.
