What are you suggesting that does? For me, shift with the scroll wheel blocks scrolling. Shift-clicking on the scrollbar makes it scroll by a page instead of jumping to that position. But that doesn't do what the OP was looking for which was apparently to jump to the beginning or end. I don't remember it ever working like that though.
