I like using the grubby command for this as it adds the arguments and
updates the grub config all in one, so I think you should be able to
apply this to all your kernels with:

$ sudo grubby --update-kernel=ALL --args="rd.driver.blacklist=nouveau
modprobe.blacklist=nouveau nvidia-drm.modeset=1"
