CentOS and RedHat release stick with the version which came out with their release (7.0, 7.1 etc). That gets you stabilty, often wanted on production systems. Security fixes (and some bugfixes) get backported by RedHat. You only get new package versions (versus new builds of the stable versions) when you upgrade releases. Stability is the release objective for these distros. Fedora, OTOH, is fast moving.
