It seems like there's some missing permissions on the Fedora 36 release in general - did somebody miss a step? I rsync parts of Fedora to a private mirror, and when I was looking last night (12 hours after release), a bunch of the rsync mirrors I checked had not yet opened the releases/36 directory.
