Also, it depends on which desktop environment you're using.  You can't do that with Gnome.  You have to put the .desktop file in the right place for it to be usable and the Desktop folder is not the right place.

Just because you maximize everything doesn't mean that everybody does. And, if the Desktop folder isn't the right place for .desktop files, I'd expect any program that creates/edits them to put them in the proper location.
