Search shows 3 options. 

[Power Off]:The motherboard will remain powered off and will not boot up 
automatically when power is restored

[Power On]:The motherboard will boot up automatically when power is restored

[Last State]:The motherboard will restore to the last state when power is 
restored. 

If battery failed, Power Off is I believe the default setting, so it 
would not come back up if power restored. Also, if it is set to last 
state, If you powered it off then last state would be off, and it would 
remain off after power is restored.

Most motherboards have an option to auto on at a time, so that 
would have it restart once that time is reached.
Additionally, you could send wol command, but you would have to 
have another machine send the command, and it would have to be 
enabled.

use ethtool to check.
