I completely re-installed Fedora 42, from a Live USB stick, and
networking was fine again. I then updated, and it was broken the same
way. I've left the system in this broken state (and am now working on
a different machine), in the hopes of debugging the problem. What can
I try? What information will be helpful?
What does lspci -nnk say?

There is no significant difference between this and what I get if I run
the same command on the Live USB. The Wireless device is shown there. (I
had forgotten that this machine does not have an ethernet port.)
What does journalctl -b --dmesg say about the kernel modules?
I have put files with this information here:
https://drive.google.com/drive/folders/1ObRuBrjmje3chCFfRyC_sW-2r9mXlscr?usp=drive_link
I've included both dumps from the sick installation and from the same
machine, booted with the Live USB.
Looking through /var/log/messages for 02:00.0, I do see:
kernel: mt7921e 0000:01:00.0: driver own failed
I also see:
ModemManager[1976]: <msg> [base-manager] couldn't check support for
device '/sys/devices/pci0000:00/0000:00:02.2/0000:01:00.0': not
supported by any plugin
