Just as a general thing, and may not be the case here (I don't use
Windows):

Some software's idea of "no internet connection" is that they can't
connect to a handful of *particular* internet sites that they do a test
against.

It's a flawed method.  And sometimes untrustworthy for other reasons...

e.g. I've recently been debugging lots of unwanted internet traffic
from some security video recorders - one continually does connection
checks to various sites, including a Chinese cloud service and search
engine, every few seconds.  Even successful connections doesn't slow it
down.  Another only does that when you're looking at its network
configuration page, but still goes looking for their cloud service all
the time, even though that feature is disabled.
