Support for Fedora 39 ended nearly a year ago.  No issues
with it will be fixed.  If you're still running it, you
really have larger problems than the missing weak-modules
script.  There will be many, many security isses that are
unpatched.

You could copy it from a backup or from the old kmod source
before it was removed.

You really should upgrade your system to a supported
release.  Support for Fedora 40 ended last May and support
for Fedora 41 will end in a few weeks.
