Different country keyboard layout?  (So what you think you're typing in
one spot is actually different when typed in elsewhere.)  I suppose you
could try setting a completely numerical password to test that in a
simple manner.

Are you logging into a terminal or graphical desktop?

At times when I couldn't log in, it was due to a wonky key on my
keyboard.  *SOMETIMES* it *IS* very handy to be able to see what you're
typing when entering passwords (especially when setting them, and
sometimes when logging in).
