IIRC there's only one manufacturer of PC Blu-Ray hardware left (sold
under by a couple of different companies), and their shipping firmware
has not been able to be modified, so as far as unencumbered UHD-capable
drives... there are none made.

No idea, but possibly wherever you got your keys is not current and your
discs are newer.  Trying to play Blu-Ray under Linux is a never-ending
fight that I gave up long ago.
