My understanding about this is that ntpdate and ntpd were the standard for
years, but the code was very old, the original authors were no longer
available, and  the code was becoming unmaintainable. ntpd is still
available in the Fedora repos, but Fedora now uses chronyd by default and
ntpd is deprecated.
