In the display that is working open a terminal and run "journalctl
--no-hostname --follow"
and look for useful details when you turn on the other display.

Anybody sees this/similar - it was not the case a few

I have a couple dual display systems and have not encountered this.  Just
tried turning off external
display on a laptop and then turned it back on and system didn't freeze.
The external monitor is
old and has a DVI port connected via a USB-C hub with HDMI and then an HDMI
to DVI adapter.
