rpm --erase --allmatches gpg-pubkey-d38b4796-570c8cd3
Then the dnf update prompted to install key and updated.
I don't know if this is precisely the same issue but you might be

I got the same error. However the recommended fix (run
/etc/cron.daily/google-chrome) didn't fix it. I'll see if it fixes
itself tomorrow (I don't usually use Chrome anyway).

to get rid of the gpg-keys mess

Doesn't work here. Also, 'dnf reinstall' fails, as well as 'dnf remove'
and subsequent 'install.
In my case
rpm -q gpg-pubkey --qf '%{NAME}-%{VERSION}-%{RELEASE}\t%{SUMMARY}\n' | grep
'Google'
returned the key which
rpmkeys --delete
returned as non-existent.
dnf clean all
solved the problem.
