After a bit of trial and error, and accidentally starting things, it seems to me that pasystray is not a system tray on its own, but rather needs a system tray to run, and that is where it gets added. (I was not able to get it going earlier because I thought it would work on its own as a system tray.) It works for me now, with volumeicon too if I start pasystray (and not install or use pa-applet). However, I think I will have a binding for pavucontrol on my wbar configuration, and keep pa-applet without the pasystray. It does what I want.
