That's normal. Zram is a compressed pseudo-device that you don't want
taking up too much RAM. This is my system (also 32GB):

zram doesn't pre-allocate, it takes up RAM as necessary up to its limit.

$ swapon

/dev/zram0     partition    8G 2.2G  100
/dev/nvme1n1p1 partition 62.5G   0B   -1

I would much rather have zram taking up RAM than swap going to disk, even an SSD.

This is my top summary:
MiB Mem : 63651.2 total, 3935.7 free, 46148.5 used, 9321.1 buff/cache
MiB Swap:  47738.0 total,  34398.2 free,  13339.8 used.  17502.7 avail Mem
