Continuing my digging into why my 6-cell external battery is only charging 50%.

Note that sensors app reports:

Name              Value       Min    Max
BAT1 - 45N1128    35740mWh    482    72360

So something is blocking full charging.  I found some pointers to tlp and tried installing it:

# dnf provides tlp-stat
