If no one has an answer, then it's unlikely to get a reply. It doesn't necessarily mean it was "ignored". Also indicating that it's off-topic is likely to discourage responses.
But the big problem is that your emails can be very hard to understand. In this case, I don't even know what the question is. You put "Any suggestions." at the bottom, but I don't see a question or problem described.
