There is no pam_lastlog.so on my system and dnf says no package is providing it.

Look in /etc/pam.d/xscreensaver.  Remove any lines referencing lastlog.

However I see it in /etc/pam.d/postlogin, so removing it.

Looks like it should be lastlog2 now.
Is that file a symlink?
Try running "authselect select local".  Add "-f" to the command if it doesn't 
work the first time.  That will reset the pam settings to the default.
