This used thus dnf4

Try to boot the previous kernel (normally an fc38 one in this case).
If it also panic, boot from a live media and chroot to the installed
system.

Then:
  - sudo dnf check
  - sudo dnf distro-sync ...

    sudo dnf distro-sync \
        --refresh \
        --releasever=40 \
        --allowerasing \
        --skip-broken \
        --setopt=protected_packages=
