This Zyxel VMG4005 modem does not have a router mode, only a bridge - so
I downloaded the above three packages from the Fedora mirror to the
smartphone via mobile data, saved them to a USB flash drive connected to
the smartphone via USB-C -> USB-A hub, installed them from there and
then configured the VDSL connection. A little rough and it was my first
time doing it, but it turned out well ;)

But back to the main point - it seems absurd to me that Fedora Server
does not contain these three packages (460 kB in size together) - that's
why I wanted to report it in Bugzilla - but against which component?
