On further investigation, the external drive was a red herring. Nautilus now always takes a few seconds to start up, regardless of external drives. But when I quit the only Nautilus window, it turns out that the Nautilus process continues running for a minute or so with no displayed window. During that time, "starting" Nautilus causes the window to re-appear immediately. After a minute the background process exits, and Nautilus again starts taking several seconds to start up.
