This is weird yes. Are you sure that this line for this RPM was an
update and not a removal ?

You can I think verify that with:

  dnf history list --contains-pkgs intel-oneapi-compiler-dpcpp-cpp-2026.0 | 
head -20

then query the detail for the last "dnf update" action listed with:

  dnf history info TRANSACTION_ID
