I started gnome-shell in text mode.
In the right top panel bar the icon (a wheel) which is supposed to
manage the gnome environment does not go anywhere.

Not entirely sure I'm following, but can you make sure that you have the
"gnome-browser-connector" package installed (along with the necessary
Firefox/Chrome extension)?
You can also use the "gnome-extensions-app" to manage any installed extensions
locally without needing a separate browser.
