I started gnome-shell in text mode.
In the right top panel bar the icon (a wheel) which is supposed to manage the gnome environment does not go anywhere. https://extensions.gnome.org/ <https://extensions.gnome.org/> says "No such native application org.gnome.chrome_gnome_shell" (in firefox).

Not entirely sure I'm following, but can you make sure that you have the 
"gnome-browser-connector" package installed (along with the necessary 
Firefox/Chrome extension)?

You can also use the "gnome-extensions-app" to manage any installed extensions 
locally without needing a separate browser.
