By Coonfig--Editor you must mean:
        Panel->Applications->System Tools->Configuration Editor
and in this I should check
        /app/nautilus/desktop/home_icon_visible
This controls whether the home directory icon is visible on the desktop,
not the panel.

Interesting to know.  The fact that the home directory icon is not an
ordinary icon must be the reason that it can't be copied anywhere or
dragged or copied to the panel.
