the assumtion seems to be right in your case

sorry, but if you make a dist-upgrade and need from Dec 6 until Dec 21
that the syslogd is not running (why does not matter in this context)
your smallest problem is any change / bug

years ago i saw cases where iptables did not start after changes
on the system which is in the first line the most important service
directly followed by the log-daemon and if you recognize such things
randomly weeks later you should consider learn how to manage a OS
