They have given them away at the Summit and a few other places I've seen but it isn't common. It is an expensive item for swag so usually they are only given away at special events within the event. For years they have been sold through brandfuel. I can see on the Internet Archive that happened through at least August 2010. When exactly or why it stopped I have no idea. I wouldn't be surprised to see them show up again, perhaps they are just currently out of them.
