what does /bin/systemctl look like?

[bobg@box10 ~]$ ll /bin/systemctl
-rwxr-xr-x. 1 root root 357760 Dec 5 17:23 /bin/systemctl

ok. as said was curious about 'world', so it is elsewhere.

another thought, are you trying to run 'shutdown' from a terminal
or is it within xfce?

if while in xfce, could be way xfce is working.
