Update : I re-installed V0.9.3.1 with the events plugin on a test
platform. I placed a copy of our production database on this platform
and proceeded with the upgrade according to the official in-app method.
After some false starts, this produced a working instance of V0.9.6.1
with an updated database.
I now plan to allow about 1 month for the users to log in to the test
platform to see if it suits them.
My caution is partly due to an unusual configuration of the application
in production. We do not use the donations concept, and have repurposed
some of the functionality to handle weekly course enrollments.
Also, there was no recurrence of the "GALETTE_TPL_SUBDIR" problem.
For now, everything seems OK.

I would install a copy of your galette+db on your test server, then
upgrade galette there and it should take care of the db migration.
