I searched for the above text, but could not find a match. The first
hits are Ubuntu launchpad and Debian QA (puiparts), but they both seem
to think that Scope is fine as far as I can tell.

Can you give the URL where you found this text? There was a period when
Scope did not compile with gtk+3, but that was fixed a month ago, and
there shoudn't be any other problems.

No idea. In my understanding, a broken package version should not even
exist as a file, much less in a repository...
