shouldn't this work by default? On other systems, Geany is localized by
default.

yes, it is possible. I made this "configurable" through the launcher
script on OS X and it checks for the presence of the following file:
~/.config/geany/use_locale
If present, it uses localized strings. So simply running
touch ~/.config/geany/use_locale
will enable this for you.
