You have limited options on Pi OS (Buster) in my view:

(1) Find a repository that has the latest version for ARM (ask on Pi forums?), 
add it to /etc/apt/sources.list or an entry in /etc/apt/sources.list.d, then do 
sudo apt update, then search for 'geany', then sudo apt install geany (the 
package might contain the version number, but not usually in my experience)

(2) Clone the GitHub repo and follow the instructions 
(https://github.com/geany/geany#installation-from-sources). It's not usually as 
scary as some think, just need all the bits of the 'jigsaw' and good 
instructions :)

(3) Wait until a later version makes its way into mainstream Pi OS (if you are 
staying on Buster, this might be never)

(4) Upgrade Pi Os to Debian Bullseye, where I think the latest Geany is 1.37.x

(5) Burn an SD with Manjaro MATE which I'm pretty sure has 1.38, try Geany and 
see if the upgrade matters enough to you to keep hunting the later version down 
for vanilla Pi OS, and/or change distro
