If that doesn't yield anything useful, then fire up tcpdump, tell it to output 
in pcap format and look at the capture in wireshark. If you have a unix 
workstation you can use wireshark on the workstation, ssh and tcpdump/tshark to

In my setup, we have a 0/35 and 0/36 pvc setup. The 35 is the public internet, 
and the 36 is doing IPoE and vlan'd to our ACS. I have the management server 
bound to the interface (atm1.1). Works really well and it allows us to control 
the cpe if it's in bridged mode.

Also, is there GenieACS log (I couldn't find one) that might provide more 
detail on why the connection was refused?
