There are also other things which influence the needed resources - inform interval, number of parameters, number of tasks running, etc. I guess you won't get far with a Raspberry PI but a machine with 2 Cores, 2.x GHz, 2 GB RAM and 100 GB HD will be sufficient for a start. > 2) which OS will be better to use CentOS or Ubuntu for GenieACS server ?
