If you have created all relevant startup scripts and run it on a server / vApp by itself you could simply restart the server - I know Ubuntu 14.04 takes about 15 seconds to reboot on most ritualized environments.

Alternatively, yes you would need to stop all processes pertaining to GenieACS then start them again.
