Do you have the value for FS_HOSTNAME set in your genieacs/config/config.json file? That is the address/IP thats used to build the URI for file download thats sent to the client. Set that value to either the dns name of the server (if your CPEs can do name resolution on the interface you have the ACS bound to), or the public IP of the server.
