The documentation should also be available from the site
You need to setup Ingres/net on both machines if you want to use ODBC.
If you want to use jdbc or .net dataprovider look it up in the connectivity 
guide

is a full installer for Ingres on Windows. Of course, it also includes the full 
DBMS product.

You will only have to install the client components, I think they are called 
"ODBC driver" and "IngresNet" in the installer dialog.

You will have to define a so-called "vnode" entry that points to the server, 
use Visual DBA (GUI) or netutil (DOS-box) for this. I think "Ingres 
Connectivity Guide" PDF describes how to do this.
