As much as that is valid for ingres' internal usage, it is also valid
for the community at large. If any external contributions and support
are to be allowed, access to a public tracker that is *also* used by
ingres development teams should be considered a requirement - not an
afterthought.

Clearly no-one can object to that. But it seems to me there's no
obstacle to using two separate systems: one public bugtracker that
documents code development, and one private tracker that documents
support issues.

Let me rephrase; any new system that is launched is bound to fail unless
it tracks and documents ingres' development. Apart from the knowledge
transfer it entails, few things are more engaging than watching the lead
developers bicker about the directions and details of the project. Not
only will it give prospective and peripheral members of the community
insight into the process as such, but it will proof beyond doubt the
dynamic and long-term viability of the project.
