I'd guess that the "File -X: does not exist" message coming from Powershell, 
rather than from IPC.  You could prove that by -- for example -- calling echo 
instead of IPC.  (Of course, powershell could be doing something special when 
it sees that you're calling an executable.  What happens if you don't put 
".exe" after IPC?)

Another way to see if IPC is getting called would be to turn SysInternals' 
FILEMON on...
