Pkgutil already contains the tools you need (it was me replying in that thread). Pkgutil can combine a full official repository with your own local one just like we do for testing here at OpenCSW, see: http://mirror.opencsw.org/testing.html You also get tools for building and checking your own catalogs so you should be all set.
